Output under load
Chargers carry the wattage they hold with a phone and a pair of earbuds on at once, measured, not the peak figure from the packaging. A thirty watt charger that drops to twelve is listed at twelve.
Measured end to end
Cable length is taken from connector tip to connector tip, because that is the length you have on the desk. Both ends are named by port type, so nothing arrives with the wrong plug on it.
